IBB Submits Comments on Section 45Z Implementation

The Iowa Biodiesel Board submitted comments to the U.S. Treasury Department and IRS in response to Notice 2025-10 regarding implementation of the Section 45Z Clean Fuel Production Credit.

The comments strongly urge Treasury to provide clear, practical guidance that reflects the realities of fuel production and distribution. We emphasized the need to remove indirect land use change (ILUC) penalties, clarify tolling arrangements and support the integration of USDA’s climate-smart agriculture guidelines, among other things. We also asked for removal—or at least clarification—of prevailing wage requirements as they pertain to routine maintenance.
